What seawall heights and dock limits apply in Boca Raton?

Boca Raton's design standards set new or replaced seawalls and docks at no less than 4.0 and no more than 6.0 feet NAVD88, built to accept 12 to 18 more inches later, with single-family docks limited to 6 to 8 feet beyond the seawall. Florida Bulk Head accepts inquiries here and connects owners with a qualified participating contractor when one is available, subject to availability. Barefoot Marine Construction does not perform work here.

Boca Raton's Waterways

The city says Boca Raton has 77.18 miles of canals and lakes, is bordered by the Atlantic Ocean on the east and has its own inlet. Four drawbridges cross the water: Camino Real, Palmetto Park Road and Spanish River Boulevard over the Intracoastal Waterway, and the SR A1A bridge over the Boca Raton Inlet.

The inlet needs constant attention. The city says it continually shoals and creates hazardous conditions, so a city-owned dredge and crew dredge the interior inlet and place the sand on the beach south of the south jetty. Manatees are abundant in the city's tidal waters, especially in winter, and the state, Palm Beach County and the city have set manatee protection zones throughout Boca Raton.

Seawall Elevations: 4.0 to 6.0 Feet NAVD88

Section 7.7 of the city's Engineering Design Standards Manual sets the design criteria for harbors, docks, bulkheads and seawalls. The key standards:

  • The minimum elevation of any new or replaced seawall or dock, publicly or privately owned, is 4.0 feet NAVD88, and the maximum is 6.0 feet NAVD88.
  • The seawall must be designed and built to harmonize with adjacent grades and seawalls.
  • The seawall must be designed so that 12 to 18 inches of height can be added in the future, and remain structurally sound without altering the existing wall.
  • Hybrid shoreline infrastructure that combines gray features such as seawalls with living or nature-based elements should be considered.

The future-height rule is easy to overlook, and it affects the design of the cap, panels and anchors today, so ask your engineer to show how the wall can take the extra height. The manual also points engineers to the U.S. Army Corps of Engineers' manuals on revetments, seawalls and bulkheads and to ASCE Manual of Practice No. 50 for harbors and docks.

A Ceiling as Well as a Floor

Like Fort Lauderdale and Delray Beach, Boca Raton sets a maximum as well as a minimum: 6.0 feet NAVD88. If a neighbor's wall is lower or higher than yours, the design still has to harmonize with adjacent walls and stay inside the range.

Where Walls and Docks Can Go

  • Bulkhead lines: lines along all shores of the Intracoastal Waterway (F.E.C. Canal), the east shore of Lake Wyman and Lake Boca Raton are set by Sections 22-31 and 22-32 of the City Code.
  • Property line: seawalls and bulkheads may not be built beyond the property line, and the water-side (wet) face sits on the property line under Section 26-146.
  • Docks: single-family lots may have freestanding docks extending no more than 6 to 8 feet waterward of the seawall, depending on canal width under Section 22-58.
  • Side lines: all structures must stay within lines projected waterward at 45 degrees from the seawall at the side property lines.

Because the wet face is on the property line, a replacement wall generally cannot simply be set out in front of the old one. State law allows some seawall restoration within 18 inches waterward of the previous location without certain state permits under section 403.813(1)(e), Florida Statutes (opens in a new tab), but that exemption does not override the city's property line and bulkhead line rules. Ask the city how they apply to your lot before design.

What a Boca Raton Permit Package Includes

The Development Services Building Administration checklist for docks, seawalls and boatlifts lists these items:

Dock, seawall and boatlift submittal items

  • A registered, up-to-date contractor (owner-builders follow separate requirements, including an owner-builder affidavit and estimate of costs).
  • Submittal form and building application, plus an authorized agent form and plumbing or electrical applications where needed.
  • The contract, plans and a survey or site plan.
  • An architect or engineer seal.
  • Army Corps of Engineers approval.
  • Product approvals or Notices of Acceptance (NOA).
  • A certified Notice of Commencement for building permits above the value threshold on the checklist.

State review comes through DEP's Southeast District office in West Palm Beach, which covers Palm Beach County, and Palm Beach County has an FWC-approved manatee protection plan that agencies use when reviewing new or expanding boat facilities.

What the Storm Record Shows

In Hurricane Irma (2017), the National Hurricane Center reports maximum inundation of 2 to 4 feet above ground across coastal sections of northern Miami-Dade, Broward and Palm Beach counties. A storm tide sensor along the Intracoastal Waterway in Boca Raton recorded a wave-filtered water level of 3.05 feet NAVD88 (2.7 feet above Mean Higher High Water). In Nicole (2022), NHC reports 1 to 3 feet of inundation along the southeast coast.

The Boca Raton reading is in the same NAVD88 datum the city uses for seawalls, but it is one sensor with waves filtered out. Waves, wakes and wind setup add to still-water levels, so treat it as context, not a design height, and let an engineer set the wall elevation within the city's range.

Checking a Contractor and How Inquiries Work

Before you hire anyone for seawall work

  • Verify the license on the state's DBPR license search (opens in a new tab) and confirm the contractor is registered with the city.
  • Ask for liability and workers' compensation certificates sent by the insurer, and whether federal Longshore coverage applies to work over the water.
  • Ask for the proposed top-of-wall elevation in feet NAVD88 and how the design allows 12 to 18 more inches later.
  • Ask who obtains the Corps approval and any DEP authorization, and how the dock fits the 6 to 8 foot limit.
  • Get the scope in writing, including caps, tie-ins to neighbors, docks, lifts and landscaping.

Residential Canals and Lakes

Part of the city's 77.18 miles of canals and lakes. Dock length limits depend on canal width under City Code Section 22-58.

Local construction considerations

Floor and Ceiling Elevations

New or replaced seawalls and docks must sit between 4.0 and 6.0 feet NAVD88 and harmonize with adjacent grades and walls.

Designed for Added Height

The wall must accept 12 to 18 more inches later without altering the existing structure, which affects the cap, panels and anchors chosen today.

Property and Bulkhead Lines

The wet face sits on the property line, and bulkhead lines apply on the Intracoastal, Lake Boca Raton and the east shore of Lake Wyman.

Dock Limits

Single-family freestanding docks may reach 6 to 8 feet beyond the seawall depending on canal width, inside 45-degree side lines.

Manatee Zones

Manatee protection zones cover the city's waterways, and Palm Beach County has an FWC-approved manatee protection plan used in boat facility reviews.

Boca Raton seawall and bulkhead questions

Does Florida Bulk Head have a contractor in Boca Raton?

Not yet. Florida Bulk Head is building a partner network and accepts project inquiries from Boca Raton. When a qualified participating contractor is available for your location and scope, we ask before sharing your details, and if none is available we tell you. Barefoot Marine Construction does not perform work in this region.

How high can a seawall be in Boca Raton?

The city's Engineering Design Standards Manual sets a minimum of 4.0 feet NAVD88 and a maximum of 6.0 feet NAVD88 for any new or replaced seawall or dock, public or private. The wall must also be designed to accept 12 to 18 more inches later and to harmonize with neighboring grades and walls. Confirm the current standard with the city before design.

How far can my dock extend past the seawall in Boca Raton?

For single-family lots, the design manual says freestanding docks may protrude no more than 6 to 8 feet waterward of the seawall, depending on canal width under City Code Section 22-58. All structures must also stay within lines drawn waterward at 45 degrees from the seawall at the side property lines.

Can I build my new seawall in front of the old one?

Usually not in Boca Raton without city approval. The design manual says seawalls may not be built beyond the property line and places the wet face on the property line, and bulkhead lines apply on the Intracoastal, Lake Boca Raton and Lake Wyman. A state exemption for restoration within 18 inches does not override these city rules.

What permits does a Boca Raton seawall need?

The city's checklist for docks, seawalls and boatlifts asks for a registered contractor, building application, contract, plans, survey or site plan, an architect or engineer seal, Army Corps of Engineers approval and product approvals, plus a Notice of Commencement above the stated value. State review runs through DEP's Southeast District.
