Seawall & Bulkhead Help in Southwest Florida
A practical guide to seawalls and bulkheads in Lee, Collier and Charlotte counties: the waterways, the local rules that differ between towns, and what the official storm record shows.
Southwest Florida: Lee, Collier, Charlotte counties.
What should Southwest Florida waterfront owners know before repairing or replacing a seawall?
Southwest Florida seawall work is shaped by large canal systems, estuary aquatic preserves and the surge record of Ian, Helene and Milton, and the local rules change from town to town. Florida Bulk Head accepts project inquiries here and connects owners with a qualified participating contractor when one is available, subject to availability. Barefoot Marine Construction does not perform work in this region.
How service works in Southwest Florida
Florida Bulk Head is building a network of licensed regional marine contractors. Projects here are reviewed and, where a qualified participating contractor is available, connected with that contractor. Barefoot Marine Construction does not perform work in this region.
Send your project details and photos. We review the request, and if a qualified participating contractor is available for your location and scope, we will ask before sharing your information. If no contractor is available, we will tell you so you can look elsewhere. Read the lead-sharing disclosure.
How Southwest Florida Shorelines Differ
Southwest Florida mixes three very different kinds of waterfront. There are large residential canal systems, such as Cape Coral's, where the city reports more than 400 miles of canals (opens in a new tab). There are broad estuaries such as Charlotte Harbor, Pine Island Sound, Matlacha Pass and Estero Bay. And there are Gulf-front barrier islands, from Boca Grande and Captiva to Sanibel, Fort Myers Beach and Marco Island.
Each setting changes what a wall has to withstand and who reviews the work. DEP says the five Charlotte Harbor Aquatic Preserves (Cape Haze, Gasparilla Sound-Charlotte Harbor, Lemon Bay, Matlacha Pass and Pine Island Sound) protect more than 180,000 acres, and its statewide list also includes the Estero Bay, Rookery Bay and Cape Romano-Ten Thousand Islands preserves. Work in or beside a preserve can face added state review.
The Caloosahatchee adds another variable. The South Florida Water Management District notes that heavy rainfall can send large influxes of fresh water into the estuary from basin runoff, Lake Okeechobee releases or both, changing salinity, so walls along the lower river can see conditions shift between fresher and saltier water.
What the Official Storm Record Shows
The National Hurricane Center's post-storm reports are the official federal record of surge here. They describe water levels and building damage but do not count seawall failures. The table lists NHC's estimated maximum inundation for Ian, Helene and Milton, using NHC's own descriptions of each stretch of coast.
| Storm | Stretch of coast | Feet above ground |
|---|---|---|
| Ian (Sept. 2022) | Fort Myers Beach and Estero Island | 10 to 15 |
| Ian (Sept. 2022) | Eastern Sanibel Island | 9 to 13 |
| Ian (Sept. 2022) | Estero, Bonita Beach, Bonita Springs and North Naples (immediate coast) | 8 to 12 |
| Ian (Sept. 2022) | Pine Island, Cape Coral and the mouth of the Caloosahatchee | 6 to 9 |
| Ian (Sept. 2022) | Naples | 6 to 9 |
| Ian (Sept. 2022) | Up the Caloosahatchee in Fort Myers | 5 to 8 |
| Ian (Sept. 2022) | Marco Island through Everglades City | 4 to 6 |
| Helene (Sept. 2024) | South of Englewood to Bonita Beach, including Charlotte Harbor | 3 to 5 |
| Helene (Sept. 2024) | Naples, Marco Island and Everglades City | 2 to 4 |
| Milton (Oct. 2024) | Venice south to Boca Grande | 6 to 9 |
| Milton (Oct. 2024) | Northern Charlotte Harbor and the Peace River | 5 to 8 |
| Milton (Oct. 2024) | South of Boca Grande through Bonita Beach, including the Caloosahatchee | 4 to 6 |
| Milton (Oct. 2024) | Bonita Beach through Marco Island | 3 to 5 |
Read the Numbers Correctly
NHC inundation figures are feet above ground level, and its gauge readings are feet above Mean Higher High Water (MHHW). Local seawall height rules, such as Sanibel's 4.5 feet NAVD limit, use a different reference. Never compare a surge figure directly with a seawall elevation.
Two details matter for wall owners. Surge varied sharply over short distances: during Ian, a sensor at Pirate Harbor, south of Punta Gorda, read only 4.47 feet above MHHW, and most sensors in Port Charlotte and Englewood stayed dry because the winds blew offshore. Water can also leave before it returns. Ahead of Irma's 2017 landfall near Marco Island, NHC reports that offshore winds dropped the Naples gauge to 4.8 feet below MHHW, and the water then rose 9 feet in only three hours. A fast drop in canal water removes the water pressure that helps hold a wall in place, a failure pattern Punta Gorda staff described after Ian (see the Punta Gorda page).
Who Reviews Seawall Work in Lee, Collier and Charlotte
- State: DEP's South District office in Fort Myers covers Charlotte, Collier, Hendry, Glades and Lee counties. The South Florida Water Management District covers Lee, Collier and part of Charlotte; the Southwest Florida Water Management District covers the rest of Charlotte.
- State law: section 403.813(1), Florida Statutes (opens in a new tab) exempts restoring a seawall at its previous location or within 18 inches waterward of it, and some seawalls in artificially created waterways, from state permitting, with conditions. It does not remove local requirements, and the agency decides whether an exemption fits.
- Federal: the U.S. Army Corps of Engineers, Jacksonville District. Its State Programmatic General Permit (SPGP VI), used for many minor shoreline projects, states an expiration date of July 27, 2026, so ask how federal authorization is being handled now.
- Protected species: DEP lists smalltooth sawfish exclusion zones in specific areas of the Caloosahatchee River in Lee County among the areas excluded from SPGP self-certification. FWC lists approved manatee protection plans for Lee (2004), Charlotte (2017) and Collier (1995), which agencies use when reviewing new or expanding boat facilities.
- Local: the city, town or county building office where the property sits.
Local Seawall Rules That Differ by Town
These are the local rules we could read directly in official documents, each linked under Permitting agencies and local rules below.
- Cape Coral: the city's residential guideline places the seawall at the property line and requires DEP approval or the Corps permit the city calls SAJ-91, except on freshwater canals. A floating turbidity screen must enclose the work, and sloped alternative seawalls are allowed only on freshwater canals. More on the Cape Coral page.
- Sanibel: the city's FAQ says seawalls are allowed only in limited areas along existing canals. There, walls may be raised to 4.5 feet NAVD, materials are limited to concrete, fiber reinforced polymer composite, rock or PVC (composite and PVC panels in light grey), and a replacement may sit no more than 12 inches waterward of the existing wall, once, after a Planning Commission hearing. Outside those areas, replacement is limited and also goes to a public hearing.
- Fort Myers Beach: the Town's Dock & Shore application separates artificial canals from natural waterbodies, asks for the navigable channel width and a DEP approval letter where applicable, and requires a vegetation plan for seawall construction or repair.
- Charlotte County: the county's Residential Seawall/Riprap Quick Permit form (dated 12/2017) calls for engineered designs, concrete of at least 5,000 psi in salt or brackish water, riprap slopes no steeper than 2:1, and DEP or Corps permits over state or federal waters. The county's Northwest Port Charlotte waterway unit, for example, funds dredging and navigation marking but excludes seawall maintenance.
- Punta Gorda: in Punta Gorda Isles and Burnt Store Isles, city staff inspected and prioritized storm-damaged seawalls after Ian, and the city sought state funds for their replacement. More on the Punta Gorda page.
We could not verify current seawall rules for unincorporated Lee County, Collier County, Fort Myers, Bonita Springs, Estero, Naples or Marco Island for this guide; several of their sites refused automated access. Ask each building department directly before you plan.
Other Communities in the Region
- Fort Myers: Ian pushed 5 to 8 feet up the Caloosahatchee, and the downtown gauge read 7.26 feet above MHHW as surge reversed the river's flow.
- Fort Myers Beach: NHC's highest estimated Ian inundation in the region, 10 to 15 feet, and a pier sensor reading of 12.70 feet above MHHW, the highest in that USGS sensor network.
- Sanibel and Captiva: Ian brought 9 to 13 feet to eastern Sanibel and washed away portions of the causeway; high water marks on Captiva were markedly lower.
- Pine Island and Matlacha: NHC puts Pine Island in Ian's 6 to 9 foot zone, and the Matlacha sensor was lost. Pine Island lies between Pine Island Sound and Matlacha Pass, both state aquatic preserves.
- Bonita Springs and Estero: 8 to 12 feet on the immediate coast in Ian, with inland high water marks of 5 to 7 feet around Bonita and North Naples.
- Naples: 6 to 9 feet in Ian; the Naples Pier gauge read 6.18 feet above MHHW before it was destroyed.
- Marco Island: Irma made its final landfall near Marco Island in 2017, and Ian brought 4 to 6 feet from Marco Island through Everglades City.
- Port Charlotte: most Ian sensors stayed dry, but in Helene NHC reports Charlotte County had 8 structures destroyed and 1,900 with major damage, mostly from surge.
- Boca Grande: Milton produced 6 to 9 feet from Venice south to Boca Grande.
How to Check a Contractor Before You Sign
Before you hire anyone for seawall work
- Look up the license on the state's DBPR license search (opens in a new tab) and match the name and number to the contract.
- Confirm the license category fits the job. Cape Coral lists CGC, CRC, CBC, marine and owner-builder applicants for seawall permits; Sanibel lists building, general and marine contractors.
- Ask for current liability and workers' compensation insurance certificates, sent by the insurer.
- Ask who prepares the engineering. Cape Coral repair permits and Sanibel seawall permits call for plans signed and sealed by a Florida-licensed professional engineer.
- Ask which approvals the job needs (city or county, DEP, Corps), who applies for each, and how equipment will reach the site.
- Get the scope in writing, including docks, lifts, davits and landscaping that must come out and go back.
- Record a Notice of Commencement when required. Charlotte County's form warns that failing to record one may result in paying twice for improvements.
How Florida Bulk Head Handles Southwest Florida Inquiries
Florida Bulk Head is building a network of licensed regional marine contractors, and no participating contractor is confirmed in Southwest Florida yet. We accept project inquiries from Lee, Collier and Charlotte counties and connect owners with a qualified participating contractor when one is available, subject to availability. Barefoot Marine Construction, which owns Florida Bulk Head, works in Northeast Florida and does not perform work in this region.
Send photos, the waterway type, the wall length and what you are seeing, and we will tell you plainly whether a match is possible. The Seawall Health Check helps you document conditions, and the lead-sharing disclosure explains how information is shared.
Shorelines and waterways in Southwest Florida
Cape Coral Canal System
More than 400 miles of canals per the city, many with direct access to the Caloosahatchee and the Gulf. About 300 miles are freshwater canals managed with 25 weirs for flood control and irrigation storage.
Caloosahatchee River and Estuary
Salinity shifts with rainfall runoff and Lake Okeechobee releases (SFWMD). Ian pushed 5 to 8 feet up the river into Fort Myers; DEP lists specific areas of the river as smalltooth sawfish exclusion zones.
Charlotte Harbor and the Peace River
Estuary protected in part by the Gasparilla Sound-Charlotte Harbor Aquatic Preserve. Milton produced 5 to 8 feet in the northern harbor and along the Peace River.
Pine Island Sound and Matlacha Pass
Two of the five Charlotte Harbor Aquatic Preserves (DEP). Ian brought 6 to 9 feet to Pine Island and destroyed the Matlacha sensor.
Estero Bay
On DEP's aquatic preserve list. Ian's 10 to 15 feet on Fort Myers Beach and Estero Island was the highest surge in the region.
Punta Gorda Isles and Burnt Store Isles Canals
Two city canal neighborhoods; the city's state funding request counts more than 7 miles of seawall with some Ian damage across both.
Gulf Barrier Island Shorelines
Boca Grande, Captiva, Sanibel, Fort Myers Beach and Marco Island. On sandy Gulf beaches, DEP says construction seaward of the Coastal Construction Control Line needs a DEP permit unless exempt, in addition to local approval.
Local construction considerations
Freshwater or Gulf-Access Canal
Cape Coral treats freshwater and saltwater canals differently: freshwater lots skip the DEP or SAJ-91 step in the city guideline and may use a sloped alternative seawall. Confirm your canal type first.
Aquatic Preserves and Estuaries
Much of Charlotte Harbor, Pine Island Sound, Matlacha Pass and Estero Bay lies in state aquatic preserves, where shoreline work can face added state review.
Surge and Rapid Drawdown
Storms here have both overtopped walls and pulled water out of canals before the surge arrived. Walls, caps and tiebacks should be assessed for both after a storm.
Protected Species in the Work Zone
Sawfish exclusion zones in the Caloosahatchee, manatee protection plans in all three counties and burrowing owl and gopher tortoise affidavits in Cape Coral can shape timing and methods.
Getting Equipment to the Wall
Charlotte County's permit form asks whether the job is reached by water, road or ramp, and a Cape Coral seawall affidavit refers to a vacant neighboring lot used for the contractor's equipment. Access is often decided lot by lot.
Matching the Neighbors
Cape Coral's freshwater detail ties cap elevation to adjacent caps or the downstream weir wingwall, and Sanibel's permit checklist asks for seawall cap height in feet NAVD-88. Plan tie-ins before design.
Common seawall concerns
- Cracked or snapped concrete panels and sinking ground behind walls after surge and rapid drawdown, as Punta Gorda reported after Ian. See soil washout.
- Overtopping and fill loss where surge rose above the cap. See storm damage.
- Rotated caps and failed tiebacks on older walls. See tieback failure.
- Joint separation between precast panels that lets fill escape. See joint separation.
- Wake and current scour at the toe of walls on busy canals and open bays.
- Corrosion and spalling of reinforced concrete in salt and brackish water. See concrete spalling.
Regional cost factors
- Which permit path applies: freshwater canal, Gulf-access canal, aquatic preserve or Gulf beach.
- Site access: barge work from the canal versus overland access through a vacant lot or driveway.
- Engineering, elevation surveys and turbidity control plans required by the local permit.
- Wall length, height and tie-ins to neighboring walls and caps.
- Removing and resetting docks, lifts, davits, irrigation and landscaping in the work area.
- Post-storm demand when many walls on the same canal need work at once.

Bulkhead and seawall services through the partner network
Southwest Florida seawall and bulkhead questions
Does Florida Bulk Head have a contractor in Southwest Florida?
Not yet. Florida Bulk Head is building a partner network and accepts project inquiries from Lee, Collier and Charlotte counties. When a qualified participating contractor is available for your location and scope, we ask before sharing your details, and if none is available we tell you. Barefoot Marine Construction does not perform work in this region.
Do I need a permit to repair a seawall in Southwest Florida?
Usually some approval is involved, and it depends on where you are. Cape Coral has a city seawall repair permit that calls for sealed engineering, and Sanibel's FAQ says a city permit is needed even for cap or tieback repairs. State law exempts some restoration within 18 inches of the existing wall from state permitting, but that does not remove local permits. Confirm with your city or county before work starts.
Why can't I compare surge numbers with seawall height rules?
They use different reference points. NHC reports surge inundation in feet above ground level and gauge readings in feet above Mean Higher High Water, while local height rules such as Sanibel's are written in feet NAVD. An engineer or surveyor can convert between them for your lot.
Are vinyl seawalls allowed in Southwest Florida?
It depends on the jurisdiction. Sanibel's FAQ lists concrete, fiber reinforced polymer composite, rock and PVC as allowed materials, with composite or PVC panels limited to light grey. Cape Coral's standard detail for freshwater canals shows a precast concrete seawall, and designs outside the city's standards go through engineer-sealed plans. See the vinyl seawall guide and ask your building office.
What should I do first after a hurricane damages my seawall?
Stay off the cap and keep vehicles back if the wall moved or the ground dropped. Photograph the full length, notify your insurer and get a professional assessment. In Punta Gorda Isles or Burnt Store Isles, check with the city first, because city staff inspected and prioritized seawall replacement there after Ian. See storm damage.
Who handles seawall permits in Charlotte County?
Charlotte County Community Development publishes a Residential Seawall/Riprap Quick Permit form that also calls for DEP or Corps permits where work is over state or federal waters. Inside Punta Gorda city limits, check with the city. DEP's South District in Fort Myers covers Charlotte County for state review.
