Quick answer

What should Treasure Coast waterfront owners know before repairing or replacing a seawall?

Many Treasure Coast seawalls face the Indian River Lagoon or the St. Lucie River, where large areas are state aquatic preserves and state law discourages vertical walls. In Martin County, most Shoreline Stabilization Permits need a Determination Letter first. Florida Bulk Head accepts project inquiries here and connects owners with a qualified participating contractor when one is available. Barefoot Marine Construction does not perform work here.

How service works in Treasure Coast

Florida Bulk Head is building a network of licensed regional marine contractors. Projects here are reviewed and, where a qualified participating contractor is available, connected with that contractor. Barefoot Marine Construction does not perform work in this region.

Send your project details and photos. We review the request, and if a qualified participating contractor is available for your location and scope, we will ask before sharing your information. If no contractor is available, we will tell you so you can look elsewhere. Read the lead-sharing disclosure.

How Treasure Coast Shorelines Differ

Much of the waterfront here faces the Indian River Lagoon, which DEP describes as a long, wide, shallow estuarine lagoon mixing fresh water from rivers and creeks with ocean water. DEP's lagoon plan says the lagoon's preserves on this coast reach the Atlantic only through Sebastian, Fort Pierce, St. Lucie and Jupiter inlets, and that only Jupiter Inlet is natural. Inland, the St. Lucie Canal (C-44) links Lake Okeechobee to the St. Lucie Estuary, with Corps structures at Port Mayaca (S-308) and the St. Lucie Lock and Dam (S-80) controlling flows.

Much of this water is protected. DEP's 2016 management plan says the four Indian River Lagoon aquatic preserves cover 91,000 acres across five counties, and DEP says they were designated Outstanding Florida Waters in 1979. On the Treasure Coast they are Indian River-Malabar to Vero Beach, Indian River-Vero Beach to Fort Pierce and Jensen Beach to Jupiter Inlet. A separate preserve covers a 16-mile stretch of the North Fork of the St. Lucie River, from Midway Road in White City south to Coconut Point in Stuart and Jenkins Point in Palm City.

The same plan says that in many areas seawalls, docks and riprap have replaced natural mangroves, seagrasses and oyster habitat, and preserve staff say they will recommend living shorelines to waterfront owners and regulators where erosion is a concern. A softer option may come up in review, especially for a new shoreline structure.

Who Reviews Seawall Work Here

  • State: DEP's Southeast District in West Palm Beach covers Martin and St. Lucie counties, while Indian River County is in DEP's Central District. The South Florida Water Management District covers Martin and St. Lucie, and the St. Johns River Water Management District covers Indian River.
  • Lagoon rule: section 373.414(5), Florida Statutes (opens in a new tab), states the Legislature's intent to protect estuaries and lagoons from vertical seawalls. Under it, a state permit to create a vertical seawall needs one of a few listed conditions, such as an existing manmade canal already partly lined with vertical seawalls, and a permit to repair or replace one generally calls for riprap facing or full riprap replacement unless such a condition applies. Which waters it covers is an agency call, so ask early.
  • State exemptions: section 403.813(1)(e) (opens in a new tab) exempts restoring a seawall at its previous location or within 18 inches waterward of it from certain state permits, while the exemption for seawalls in artificial waterways does not cover vertical seawalls in estuaries or lagoons except in an existing manmade canal already partly lined with them. Neither removes local requirements.
  • Federal: the Corps' State Programmatic General Permit (SPGP VI) (opens in a new tab), used for many minor shoreline projects, states an expiration date of July 27, 2026, so ask how federal authorization is being handled now.
  • Manatees: FWC lists approved manatee protection plans for Martin, St. Lucie and Indian River counties, used when agencies review permit applications for new or expanding boat facilities.
  • Local: the county or city building department, plus any county environmental review described below. Check first whether your parcel is inside a city or in the unincorporated county.

Martin County: Determination Letter First

Martin County's Growth Management Department handles new shoreline structures through a Shoreline Stabilization Permit (SSP). The county's help document lists permit types for vegetation only, living shorelines, new riprap, new retaining walls and new seawalls, and says a new seawall also needs a separate building permit. If your property is inside a city such as Stuart, ask that city which county steps apply.

  1. Pre-application evaluationStaff evaluate the site to decide whether the shoreline qualifies for a structure. The county asks for a deed, a survey, a site plan and an agent authorization form if someone applies for you.
  2. Determination LetterIf staff find the shoreline qualifies, the county issues a Determination Letter, which it says is required for most SSP applications.
  3. Permit applicationThe SSP application can call for a planting plan, an updated survey showing the mean high water line and, for new structures, a grading plan and scaled structural drawings.
  4. Building permitThe county Building Department's residential seawall checklist asks for a DEP permit or exemption, engineer-sealed drawings and, for new seawalls, an environmental waiver from Growth Management.

Repair or replacement of a previously permitted seawall or retaining wall starts at the Martin County Building Department instead, and repair of an old unpermitted structure uses the new-structure SSP. The county encourages stabilization with native vegetation, such as a living shoreline, and says fees and review time for that approach are significantly reduced.

St. Lucie and Indian River Counties

Fort Pierce's Building Department seawall checklist (updated August 2026) requires Engineering Department pre-approval, a marine permit application with a signed Longshore insurance acknowledgement, digitally signed and sealed plans from a Florida-licensed architect or engineer, and approval letters from the Corps, DEP and/or SFWMD. Lots in a special flood hazard area also get a floodplain review.

In Vero Beach, the city's code compliance application says residential docks and seawalls need two sets of drawings sealed by a Florida professional engineer, plus a copy of any DEP or Corps application, and that a building permit from the Indian River County Building Department may also be required.

We could not verify current seawall rules for Port St. Lucie, unincorporated St. Lucie County, Sebastian or unincorporated Indian River County for this guide. Ask each building department directly.

What the Official Storm Record Shows

Frances and Jeanne in 2004 and Nicole in 2022 all made landfall on this stretch of coast, according to the National Hurricane Center, whose reports describe wind, water and damage but not seawall failures.

Treasure Coast storm highlights (NOAA National Hurricane Center reports)
StormWhat NHC reports
Frances (Sept. 2004)Landfall over the southern end of Hutchinson Island as a Category 2. Highest measured surge 5.89 ft above mean sea level at the St. Lucie Lock; the Weather Service estimated about 8 ft near Vero Beach.
Jeanne (Sept. 2004)The center of its eye crossed the coast at the southern end of Hutchinson Island just east of Stuart. Surge flooding up to 6 ft above normal tides likely from Melbourne south to Fort Pierce; a 111 kt gust at Fort Pierce Inlet.
Irma (Sept. 2017)Landfall was on the southwest coast, but NHC reports 1 to 3 ft of inundation above ground across coastal Martin, St. Lucie and Indian River counties.
Nicole (Nov. 2022)Landfall at Vero Beach. 54 kt sustained wind at House of Refuge in Martin County; 3 to 4 ft above MHHW from Jupiter Inlet northward.

Mind the Reference Point

These figures use mean sea level, normal tide levels, height above ground or Mean Higher High Water. None is the NAVD88 elevation used in seawall design, so do not compare them directly with a cap height.

Notes on Communities

  • Stuart: the North Fork preserve's southern boundary reaches Coconut Point in Stuart, and DEP's lagoon plan names Stuart as the only incorporated city bordering the Jensen Beach to Jupiter Inlet preserve. See the Stuart page.
  • Palm City, Jensen Beach and Hobe Sound: DEP's lagoon plan lists Jensen Beach and Hobe Sound among the unincorporated communities on the Jensen Beach to Jupiter Inlet preserve, which includes the Peck Lake and Hobe Sound area, and the North Fork preserve reaches Jenkins Point in Palm City. Confirm by parcel whether county permitting applies.
  • Port St. Lucie: DEP's North Fork preserve page lists an accessible kayak launch on the North Fork off U.S. 1 in Port St. Lucie. City seawall rules were not verified for this guide.
  • Fort Pierce: the Indian River-Vero Beach to Fort Pierce preserve ends at the north A1A bridge in Fort Pierce, and the Jensen Beach to Jupiter Inlet preserve begins at the city's southern limits. Jeanne's 111 kt gust was measured at Fort Pierce Inlet.
  • Vero Beach: Nicole made landfall here in 2022. The city sits between two lagoon preserves, Indian River-Malabar to Vero Beach to the north and Indian River-Vero Beach to Fort Pierce to the south.
  • Sebastian: borders the Indian River-Malabar to Vero Beach preserve, which includes the St. Sebastian River and reaches the ocean through Sebastian Inlet. DEP's plan says the lagoon preserves' clam aquaculture leases are all in this preserve.

How to Check a Contractor Before You Sign

Before you hire anyone for seawall work

  • Look up the license on the state's DBPR license search (opens in a new tab) and match the name and number to the contract.
  • Ask for current liability and workers' compensation certificates, and federal Longshore coverage where required for work over water; Fort Pierce's marine permit application includes a Longshore insurance acknowledgement.
  • Ask who prepares the engineering. Martin County, Fort Pierce and Vero Beach all call for sealed plans or drawings.
  • Ask whether your property is inside a city or in the unincorporated county, and which offices (city, county Growth Management, DEP, Corps) the job needs.
  • For lagoon frontage, ask whether the state will expect riprap facing on a repaired vertical wall, and whether a living shoreline or riprap option was considered.
  • In Martin County, ask whether a Determination Letter is needed before the design is final.
  • Record a Notice of Commencement when required; Fort Pierce wants it before the first inspection.

Waterways

Shorelines and waterways in Treasure Coast

Brackish

Indian River Lagoon

Shallow estuarine lagoon that mixes river and ocean water. Four lagoon aquatic preserves cover 91,000 acres across five counties and were designated Outstanding Florida Waters in 1979.

Brackish

St. Lucie River and Estuary

DEP divides the river into the North Fork, South Fork, Middle Estuary and Lower Estuary. The St. Lucie Canal (C-44) connects the estuary to Lake Okeechobee, with the Corps' St. Lucie Lock and Dam (S-80) on the canal.

Salt to fresh

North Fork St. Lucie River

A 16-mile aquatic preserve since 1972, from Midway Road in White City south to Coconut Point in Stuart and Jenkins Point in Palm City. DEP describes fresh water upstream and a brackish system near the estuary.

Varies

St. Lucie Inlet, Peck Lake and Hobe Sound

The Jensen Beach to Jupiter Inlet preserve runs from Fort Pierce's southern limits to Jupiter Inlet, including Peck Lake and Hobe Sound, and reaches the ocean through the St. Lucie and Jupiter inlets.

Saltwater

Fort Pierce Inlet

Created in the 1920s along with its deep-water port, according to DEP's lagoon plan. Jeanne's 111 kt gust in 2004 was measured here.

Salt to fresh

Sebastian Inlet and St. Sebastian River

Sebastian Inlet connects the northern lagoon preserves to the ocean, and the St. Sebastian River lies within the Indian River-Malabar to Vero Beach preserve.

Local construction considerations

Aquatic Preserves and Outstanding Florida Waters

Large parts of the lagoon and the North Fork are state aquatic preserves, and the lagoon preserves are Outstanding Florida Waters. Work in or beside them can face added state review.

Vertical Walls in a Lagoon

Section 373.414(5), F.S., limits new vertical seawalls in estuaries and lagoons to listed situations and generally calls for riprap when an existing one is repaired or replaced under a state permit.

City or County Jurisdiction

Fort Pierce and Vero Beach have their own city review steps, and Vero Beach notes the county building department may also issue a permit. Confirm your parcel's jurisdiction first.

Living Shoreline Expectations

Martin County encourages vegetation and living shorelines with reduced fees and review time, and DEP's lagoon plan recommends them where erosion is a concern.

Mean High Water and Surveys

Martin County may require a current boundary survey showing the mean high water line, and its seawall checklist asks for NAVD elevations at property corners and lot-line midpoints.

Hurricane Exposure

Frances and Jeanne both came ashore at southern Hutchinson Island in 2004, and Nicole at Vero Beach in 2022. After a storm, have caps, tiebacks and fill checked before reusing a wall.

Common seawall concerns

  • Erosion at the ends of walls or along unarmored lagoon and river frontage. See erosion control.
  • Fill lost through joints or under the toe of the wall. See soil washout.
  • Surge and wave damage after hurricanes. See storm damage.
  • Leaning walls and failed tiebacks. See leaning seawall.
  • Cracked caps and spalling concrete on older walls. See cracked cap.
  • Older unpermitted shoreline structures, which Martin County routes through the new-structure SSP for repair.

Regional cost factors

  • Whether the shoreline needs a Determination Letter and Growth Management review before the building permit.
  • Which option fits: vegetation, living shoreline, riprap or seawall, each with its own county permit path.
  • Whether a repaired vertical wall on lagoon frontage will need riprap facing.
  • Engineering, surveys showing mean high water and NAVD elevations, and planting plans.
  • How equipment reaches the wall, by land or from shallow lagoon water.
  • Removing and resetting docks, lifts and landscaping.

Treasure Coast seawall and bulkhead questions

Does Florida Bulk Head have a contractor on the Treasure Coast?

Not yet. Florida Bulk Head is building a partner network and accepts project inquiries from Martin, St. Lucie and Indian River counties. When a qualified participating contractor is available for your location and scope, we ask before sharing your details, and if none is available we tell you. Barefoot Marine Construction does not perform work in this region.

What is a Martin County Determination Letter?

It is the result of the county's pre-application evaluation for a Shoreline Stabilization Permit. Staff review the site to decide whether the shoreline qualifies for a structure, and if it does, the county issues the letter. The county says it is required for most shoreline stabilization permit applications.

Do I need a county permit to repair my seawall in Martin County?

For Martin County permits, repair or replacement of a previously permitted seawall starts at the county Building Department, and its checklist asks for a DEP permit or exemption for construction on the water. Repair of an unpermitted structure uses the new-structure SSP. Inside Stuart or another city, ask that city's building office first.

Can I build a new seawall on the Indian River Lagoon?

Sometimes, but expect scrutiny. Section 373.414(5), F.S., limits state permits for new vertical seawalls in estuaries and lagoons to listed situations, such as an existing manmade canal already partly lined with vertical seawalls. Much of the lagoon is also in aquatic preserves designated Outstanding Florida Waters, and Martin County evaluates whether a shoreline qualifies for a structure. Ask DEP and your county or city early, and consider a living shoreline or riprap option.

Which hurricanes have hit the Treasure Coast recently?

NHC reports that Frances and Jeanne both came ashore at the southern end of Hutchinson Island in September 2004, Jeanne just east of Stuart, and that Nicole made landfall at Vero Beach in November 2022. Irma made landfall on the southwest coast in 2017 but still brought 1 to 3 feet of inundation above ground to coastal Martin, St. Lucie and Indian River counties.

Who issues building permits for seawalls in Vero Beach?

Vero Beach's code compliance application certifies compliance with city zoning and land development rules and says a building permit from the Indian River County Building Department may also be required. The city asks for engineer-sealed dock or seawall drawings and copies of any DEP or Corps applications. Confirm the current process with both offices.
