Quick answer

What should Panhandle waterfront owners know before repairing or replacing a seawall or bulkhead?

Many Panhandle shorelines lie in state aquatic preserves, which are Outstanding Florida Waters, and federal storm reports show up to 14 ft of Michael surge at Mexico Beach. Florida Bulk Head accepts project inquiries here and connects owners with a qualified participating contractor when one is available, subject to availability. Barefoot Marine Construction does not perform work in this region.

How service works in Northwest Florida Panhandle

Florida Bulk Head is building a network of licensed regional marine contractors. Projects here are reviewed and, where a qualified participating contractor is available, connected with that contractor. Barefoot Marine Construction does not perform work in this region.

Send your project details and photos. We review the request, and if a qualified participating contractor is available for your location and scope, we will ask before sharing your information. If no contractor is available, we will tell you so you can look elsewhere. Read the lead-sharing disclosure.

How Panhandle Shorelines Differ

Much of the Panhandle's waterfront faces a bay, sound or bayou rather than the open Gulf. From west to east the main systems are Perdido Bay and Big Lagoon, Pensacola and Escambia bays, Santa Rosa Sound, Blackwater and East bays, Choctawhatchee Bay, St. Andrew Bay, St. Joseph Bay and Apalachicola Bay. Each has a different exposure to wind, waves and freshwater runoff, which shapes what a wall has to withstand.

A large share of these waters is protected. DEP describes the Fort Pickens Aquatic Preserve (opens in a new tab) as 30,000 acres including Big Lagoon, Perdido Key, Pensacola Pass and Santa Rosa Sound. Yellow River Marsh (opens in a new tab) covers about 11,000 acres of the Yellow River, Blackwater Bay and East Bay near Milton. Rocky Bayou (opens in a new tab) sits on the northern edge of Choctawhatchee Bay near Niceville, where DEP notes many homes on the residential north shore have docks.

Farther east, the St. Andrews Aquatic Preserve (opens in a new tab) lies south of Panama City and east of Panama City Beach. DEP describes St. Joseph Bay (opens in a new tab) as a high-salinity lagoon with minimal freshwater influence, and the Apalachicola Bay and Alligator Harbor preserves lie in Franklin County. DEP's Outstanding Florida Waters rule (opens in a new tab) lists waters in state aquatic preserves and the Gulf Islands National Seashore as Outstanding Florida Waters, where state law requires permitted work to be clearly in the public interest.

What the Official Storm Record Shows

The National Hurricane Center's reports are the official federal record. They describe surge, rainfall and building damage but do not count seawall failures.

Selected findings from NOAA National Hurricane Center tropical cyclone reports
StormStretch of coastWhat NHC reported
Michael (Oct. 2018)Mexico BeachCategory 5 landfall near Mexico Beach and Tyndall AFB; as much as 14 ft of inundation; 1,584 of the town's 1,692 buildings reported damaged, 809 of them destroyed
Michael (Oct. 2018)Tyndall AFB and St. Andrew Sound6 to 9 ft of inundation above ground level
Michael (Oct. 2018)Panama City and St. Andrew Bay4 to 6 ft above ground; Panama City gauge 5.3 ft above MHHW; more than 45,000 structures damaged in Bay County
Michael (Oct. 2018)Indian Pass east through Franklin County6 to 9 ft; Apalachicola gauge 7.7 ft above MHHW; 985 structures destroyed in Gulf County and 80 in Franklin County
Michael (Oct. 2018)West of Panama City to near Pensacola2 to 4 ft above ground
Sally (Sept. 2020)Escambia and Santa Rosa coasts5 to 7 ft above ground; Pensacola gauge 5.6 ft above MHHW; likely 6 to 7 ft in upper Escambia and Blackwater bays
Helene (Sept. 2024)Ochlockonee River west to Indian Pass3 to 5 ft above ground; Apalachicola gauge 4.33 ft above MHHW
Helene (Sept. 2024)West of Indian Pass1 to 3 ft above ground; Panama City and Panama City Beach gauges 3.02 and 3.26 ft above MHHW

Sally's report adds details that matter for waterfront structures. The largest surge impacts were in the Perdido Key area and along parts of Pensacola and Escambia bays, surge carried large boats and barges onto land, and a construction barge struck and collapsed a section of the U.S. 98 Three Mile Bridge. Some areas flooded and then saw abnormally low water as winds turned offshore, and freshwater plus surge put 2 to 4 ft of water into parts of downtown Pensacola.

Read the Numbers Correctly

NHC inundation figures are feet above ground level, and gauge readings are feet above Mean Higher High Water (MHHW). Seawall elevations are usually written in feet NAVD88. Never compare a surge number directly with a wall height.

Storm damage to a seawallCross-section during a storm: the storm surge raises the water far above its normal level, waves overtop the wall and scour out the backfill behind it, a section of the cap has broken off and been pushed onto the land, and the seabed at the base of the wall has been scoured away.STORM DAMAGE · CROSS-SECTIONStorm surge levelNormal water levelOvertoppingWaves spill over and scour the backfillDisplaced cap sectionBroken off and pushed landwardToe scourSeabed washed out at the base
Surge that overtops a wall can wash out fill behind it, and a quick drop in water level afterward removes the water pressure that helps hold a saturated wall in place.Simplified illustration, not to scale. Not an engineering drawing.

Who Reviews Shoreline Work in the Panhandle

  • State: all seven counties are in DEP's Northwest District, headquartered in Pensacola with branch offices in Panama City and Tallahassee, and in the Northwest Florida Water Management District.
  • State law: section 403.813(1), Florida Statutes (opens in a new tab), exempts restoring a seawall at its previous location or within 18 inches waterward of it, with conditions. Its exemption for seawalls in artificial waterways does not cover vertical seawalls in estuaries or lagoons unless the work is in an existing, partly seawalled manmade canal. Neither removes local requirements.
  • Federal: the U.S. Army Corps of Engineers, Jacksonville District. Escambia County's development services page sends coastal construction questions (docks, piers, seawalls) to the Corps and to DEP's Submerged Lands and Environmental Resources Program.
  • Areas excluded from streamlined federal review: DEP's list of areas excluded from self-certification under the Corps' State Programmatic General Permit (SPGP VI) includes the mouths of Gulf sturgeon spawning rivers (Escambia, Blackwater/Yellow, Choctawhatchee and Apalachicola) and narrow inlets (Indian Pass and Government Cut in Apalachicola Bay, and Destin Pass in Choctawhatchee Bay). The SPGP VI permit (opens in a new tab) itself lists an expiration date of July 27, 2026, so ask DEP or the Corps how federal authorization is being handled now.
  • Gulf beaches: unless exempt, construction on sandy Gulf beaches seaward of DEP's Coastal Construction Control Line needs a DEP permit in addition to local approval.
  • Local: the city or county building office where the property sits.

Local Rules: What We Could Not Verify

We could not verify current seawall rules for any of the seven counties or for Pensacola, Gulf Breeze, Destin, Fort Walton Beach, Panama City, Panama City Beach, Mexico Beach, Port St. Joe or Apalachicola. We also did not research how shoreline work is approved on Pensacola Beach and Navarre Beach on Santa Rosa Island. For that reason we have not published separate Pensacola or Panama City pages. Ask the building department for your exact address before you plan.

Communities Across the Region

  • Pensacola and Perdido Key: Sally's surge peaked at 5.6 ft above MHHW on the Pensacola gauge, with the largest impacts at Perdido Key and on Pensacola and Escambia bays.
  • Gulf Breeze, Pensacola Beach and Navarre: Santa Rosa Sound, partly within the Fort Pickens Aquatic Preserve.
  • Milton: next to the Yellow River Marsh preserve, where Sally's model suggests 6 to 7 ft in upper Blackwater Bay.
  • Destin, Fort Walton Beach and Niceville: Choctawhatchee Bay and Rocky Bayou; Destin Pass is one of the narrow inlets DEP lists as excluded from SPGP VI self-certification.
  • Santa Rosa Beach and Freeport (Walton County): Sally pushed Alaqua Creek above record flood stage, flooding homes west of Freeport with up to 4 ft of water.
  • Panama City, Panama City Beach and Lynn Haven: St. Andrew Bay, with 4 to 6 ft of Michael inundation around Panama City.
  • Mexico Beach: Michael's landfall area, with as much as 14 ft of inundation.
  • Port St. Joe and Cape San Blas: St. Joseph Bay, a high-salinity aquatic preserve.
  • Apalachicola, Eastpoint and Carrabelle: NHC lists a surveyed water level of 7.3 ft above ground in Carrabelle from Michael, and Helene pushed the Apalachicola gauge to 4.33 ft above MHHW.

How to Check a Contractor Before You Sign

Before you hire anyone for seawall or bulkhead work

  • Look up the license on the state's DBPR license search (opens in a new tab) and match the name and number to the contract.
  • Ask for current general liability and workers' compensation certificates sent directly by the insurer.
  • Ask whether the shoreline is in an aquatic preserve or near a listed inlet or river mouth, and how that changes the permits.
  • Ask who prepares engineering and surveys, which approvals the job needs (city or county, DEP, Corps), and who applies for each.
  • Ask how equipment will reach the wall, by barge or overland, and what gets removed and restored.
  • Get the scope, schedule and payment terms in writing before work starts.

How Florida Bulk Head Handles Panhandle Inquiries

Florida Bulk Head is building a network of licensed regional marine contractors, and no participating contractor is confirmed in the Panhandle yet. We accept project inquiries from these seven counties and connect owners with a qualified participating contractor when one is available, subject to availability. Barefoot Marine Construction, which owns Florida Bulk Head, works in Northeast Florida and does not perform work in this region.

Send photos, your waterway, the wall length and what you are seeing, and we will tell you plainly whether a match is possible. See the lead-sharing disclosure for how information is shared.

Waterways

Shorelines and waterways in Northwest Florida Panhandle

Saltwater

Perdido Bay, Big Lagoon and Santa Rosa Sound

Big Lagoon, Perdido Key, Pensacola Pass and Santa Rosa Sound are within the 30,000-acre Fort Pickens Aquatic Preserve (DEP). Sally's largest surge impacts included the Perdido Key area.

Brackish

Pensacola and Escambia Bays

Sally pushed the Pensacola gauge to 5.6 ft above MHHW, with major impacts along parts of both bays. DEP lists the mouth of the Escambia River, a Gulf sturgeon spawning river, as excluded from SPGP VI self-certification.

Brackish

Blackwater Bay, East Bay and the Yellow River

About 11,000 acres lie in the Yellow River Marsh Aquatic Preserve near Milton (DEP). NHC's model suggests 6 to 7 ft of Sally surge in upper Blackwater Bay.

Brackish

Choctawhatchee Bay and Rocky Bayou

Rocky Bayou Aquatic Preserve sits on the bay's north edge near Niceville. DEP lists Destin Pass and the Choctawhatchee River mouth as excluded from SPGP VI self-certification.

Saltwater

St. Andrew Bay

St. Andrews Aquatic Preserve lies south of Panama City and east of Panama City Beach. Michael brought 4 to 6 ft around the bay and 6 to 9 ft near Tyndall AFB.

Saltwater

St. Joseph Bay

A coastal lagoon that DEP describes as high-salinity with minimal freshwater influence, between Cape San Blas and the tip of St. Joseph Peninsula.

Brackish

Apalachicola Bay and Alligator Harbor

Both are state aquatic preserves. Michael pushed the Apalachicola gauge to 7.7 ft above MHHW; Indian Pass and Government Cut are on DEP's list of narrow inlets excluded from SPGP VI self-certification.

Local construction considerations

Aquatic Preserves and Outstanding Florida Waters

Seven state aquatic preserves lie in the region; DEP describes Rocky Bayou as 366 acres and Fort Pickens as 30,000 acres. Aquatic preserve waters are Outstanding Florida Waters, where state permitting applies a stricter public-interest test.

Bays and Lagoons Are Not Canals

State law treats vertical seawalls in estuaries and lagoons more strictly than walls in artificial canals. Confirm how your shoreline is classified before design.

Gulf Sturgeon River Mouths and Inlets

DEP lists the Escambia, Blackwater/Yellow, Choctawhatchee and Apalachicola river mouths, Destin Pass, Indian Pass and Government Cut as excluded from SPGP VI self-certification. Ask early how federal review applies to work there.

Surge Then Low Water

Sally flooded some areas and then left abnormally low water as winds turned offshore. Have walls, caps and tiebacks checked after both phases of a storm.

Gulf Beach or Bay Shoreline

Sandy Gulf beaches fall under DEP's Coastal Construction Control Line program. Bay, sound and bayou walls go through DEP's environmental resource rules and local permits instead.

Common seawall concerns

  • Overtopping and fill loss behind walls where surge rose above the cap. See storm damage.
  • Walls and docks struck by boats, barges and debris carried by surge, as NHC described in Sally.
  • Soil washout and sinkholes behind walls after rapid water-level drops. See soil washout.
  • Leaning or rotated walls where tiebacks have corroded or failed. See leaning seawall.
  • Wave and wake scour at the toe of walls on open bays and busy sounds.
  • Rot and marine borer damage on older timber bulkheads. See the timber bulkhead guide.
Browse the Seawall Failure Library

Regional cost factors

  • Shoreline classification: bay, lagoon, bayou or artificial canal, and whether it lies in an aquatic preserve.
  • Federal review near Gulf sturgeon river mouths and listed inlets, which were excluded from SPGP VI self-certification.
  • Exposure to waves and storm surge, which drives wall height, embedment and toe protection.
  • Site access: barge work from the water versus overland access through the lot.
  • Removing and resetting docks, lifts and landscaping in the work area.
  • Post-storm demand across a wide region after a single hurricane.

Permitting agencies and local rules

  • State and federal (Panhandle inlets and rivers): DEP lists the mouths of Gulf sturgeon spawning rivers (Escambia, Blackwater/Yellow, Choctawhatchee, Apalachicola) and narrow inlets (Indian Pass, Government Cut, Destin Pass) as excluded from SPGP VI self-certification. Official source
  • State of Florida: Rule 62-302.700, F.A.C.: waters in state aquatic preserves (including Fort Pickens, Yellow River Marsh, Rocky Bayou, St. Andrews, St. Joseph Bay, Apalachicola Bay and Alligator Harbor) and the Gulf Islands National Seashore are Outstanding Florida Waters. Official source

Requirements depend on your exact property, waterway and scope. Confirm with each agency. See the Florida seawall permit guide.

Northwest Florida Panhandle seawall and bulkhead questions

Does Florida Bulk Head have a contractor in the Panhandle?

Not yet. Florida Bulk Head is building a partner network and accepts project inquiries from Escambia, Santa Rosa, Okaloosa, Walton, Bay, Gulf and Franklin counties. When a qualified participating contractor is available for your location and scope, we ask before sharing your details, and if none is available we tell you. Barefoot Marine Construction does not perform work in this region.

Do I need a permit to repair a seawall on a Panhandle bay?

Usually some approval is involved. State law exempts restoring a seawall at its previous location or within 18 inches waterward from state permitting, with conditions, but that does not remove local permits, and work in aquatic preserves or near listed inlets can face added review. Confirm with your building department and DEP's Northwest District before work starts.

Why are aquatic preserves important for seawall work?

Waters in state aquatic preserves are Outstanding Florida Waters under DEP's rule. For permitted activities in those waters, state law requires reasonable assurance that the project is clearly in the public interest, a stricter test than usual. Fort Pickens, Yellow River Marsh, Rocky Bayou, St. Andrews, St. Joseph Bay, Apalachicola Bay and Alligator Harbor are all in this region.

Can I compare Michael or Sally surge numbers with my wall height?

Not directly. NHC reports inundation in feet above ground level and gauge readings in feet above Mean Higher High Water, while wall elevations are usually in feet NAVD88. A surveyor or engineer can convert between them for your lot.

What should I do first after a hurricane damages my bulkhead?

Stay off the cap and keep vehicles back if the wall moved or the ground dropped. Photograph the full length, notify your insurer and get a professional assessment. See storm damage for what to look for.

Are Gulf-front walls permitted the same way as bay walls?

No. Unless exempt, construction on sandy Gulf beaches seaward of DEP's Coastal Construction Control Line needs a DEP CCCL permit, a program for the beach and dune system. Walls on bays, sounds and bayous are reviewed under DEP's environmental resource rules and local codes instead.
