Seawall & Bulkhead Help in Sarasota & Manatee
From Anna Maria Island to Manasota Key, this stretch of coast was hit twice in 2024. This guide covers the storm record, the estuaries and the local rules we could confirm.
Sarasota & Manatee: Sarasota, Manatee counties.
What should Sarasota and Manatee waterfront owners know before seawall work?
Sarasota and Manatee shorelines took two storm surges two weeks apart in 2024, from Helene and then Milton, which made landfall on Siesta Key. Rules vary by city; Holmes Beach, for example, requires a permit and engineered standards for any seawall alteration. Florida Bulk Head accepts inquiries here and connects owners with a qualified participating contractor when one is available; Barefoot Marine Construction does not work in this region.
How service works in Sarasota & Manatee
Florida Bulk Head is building a network of licensed regional marine contractors. Projects here are reviewed and, where a qualified participating contractor is available, connected with that contractor. Barefoot Marine Construction does not perform work in this region.
Send your project details and photos. We review the request, and if a qualified participating contractor is available for your location and scope, we will ask before sharing your information. If no contractor is available, we will tell you so you can look elsewhere. Read the lead-sharing disclosure.
Two Surges in Two Weeks
Hurricane Helene passed offshore in late September 2024. Two weeks later, Hurricane Milton made landfall on Siesta Key. The National Hurricane Center (NHC) notes that the area most affected by Milton had also been hit by Helene, and that erosion and debris from the first storm compounded damage from the second. The table below collects the NHC's readings and observations for this region.
| Location | Helene (Sept. 2024) | Milton (Oct. 2024) |
|---|---|---|
| Longboat Key (USGS sensor, ft above MHHW) | 6.68 ft | 5.04 ft, with significant waves on top |
| Venice Fishing Pier (USGS sensor, ft above MHHW) | 5.71 ft | 6.74 ft, with notable waves on top |
| Port Manatee (NOS gauge, ft above MHHW) | 6.04 ft | Not reported |
| Anna Maria Island and Bradenton Beach | Island heavily damaged; media reports and emergency-manager estimates put destruction at 90 to 95 percent of structures on Bradenton Beach | Not separately reported |
| Manasota Key | Part of the 4 to 6 ft above-ground zone from Venice to south of Englewood | Up to 10 ft above ground estimated; destructive surge and a new inlet, termed Milton Pass |
Milton's inundation was 6 to 9 feet above ground from Venice south to Boca Grande, and 4 to 6 feet from Longboat Key to Venice. Around Manasota Key, NWS survey crews concluded that fast-moving water and tremendous wave action caused the blowout of the first floor of many structures. In mainland Manatee County, the NHC reports at least 594 structures destroyed by Helene. Earlier, during Ian in 2022, flooding from the Myakka River shut down I-75 in southern Sarasota County.
Surge numbers are not seawall elevations
NHC readings are measured above mean higher high water or above ground. Seawall caps and local elevation rules use feet NAVD88. Ask a surveyor or engineer to convert them for your lot before comparing.
Barrier Islands, Bays and Rivers
The region's shorelines range from open Gulf beaches to sheltered estuaries and tidal rivers, and each brings different rules. Sarasota Bay was named an estuary of national significance by Congress in 1989, and the Sarasota Bay Estuary Program is one of 28 National Estuary Programs. Lemon Bay, reached from parks in Sarasota and Charlotte counties, is an aquatic preserve and an Outstanding Florida Waterbody with seagrass and oyster habitat and mangrove islands. The Terra Ceia Aquatic Preserve runs from the south end of Port Manatee to Emerson Point on the north bank of the Manatee River and includes Terra Ceia Bay and Bishop Harbor.
The Gulf beaches of both counties have DEP coastal construction control lines, so construction seaward of the line on a sandy beach needs DEP review. Canal, bay and river seawalls are outside that program but can fall under estuary and aquatic preserve rules.
Local Rules We Could Verify, and Ones We Could Not
Holmes Beach. The city's code requires a permit before any seawall or marine structure is built or altered, construction to licensed-engineer standards, a connection to the neighboring wall with no opening, and owner maintenance of the wall, tie-backs, caps and deadmen. Its seawall manual and checklist are detailed. See the Holmes Beach page.
Manatee County. The county promotes living shorelines as a nature-based alternative to vertical seawalls where the site suits them, and says each shoreline must be evaluated individually. Its Bishop Point Living Shoreline Project will replace an aging seawall at Bishop Point Park with a living shoreline.
Sarasota County. We could not read the county's seawall permitting rules for this guide because its website refused automated access. A May 2026 WWSB news report said the Sarasota County Commission voted 3-2 against two Manasota Key homeowners' request to build a seawall to protect their beachfront homes from erosion; one homeowner said commissioners cited concerns about neighboring properties and the beach. Sarasota County also has an FWC-approved manatee protection plan (2011), which regulators use when reviewing new or expanded boat facilities.
Not verified for this guide: the City of Sarasota, Longboat Key, Venice, Anna Maria, Bradenton Beach, Bradenton and unincorporated Manatee County. Ask each building department directly before planning work.
Estuary Rules Can Favor Sloped and Living Shorelines
Florida law states an intent to protect estuaries and lagoons from the damage caused by vertical seawalls. Under section 373.414(5), F.S. (opens in a new tab), when the state reviews a permit application to repair or replace an existing vertical seawall, it shall generally require riprap facing or full riprap replacement, unless an exception applies, such as an existing manmade canal already partly lined with vertical seawalls. Work that is otherwise exempt is not affected. That makes it worth asking early whether a riprap-faced, hybrid or living shoreline design suits your site. Manatee County notes that living shorelines are particularly effective in lower-energy coastal environments and are not appropriate for every location.
State Layers That Apply in Both Counties
- Section 403.813(1)(e), F.S. (opens in a new tab) exempts restoring a seawall at, behind or within 18 inches waterward of its previous location from state environmental permitting, but it does not remove local, state-lands or coastal construction requirements.
- Aquatic preserves, including Lemon Bay and Terra Ceia, restrict seawall work waterward of the shoreline. Section 258.42, F.S. (opens in a new tab), allows approval of restoration up to 18 inches waterward in a preserve, while DEP's Rule 18-20.004, F.A.C., exempts restoration only within one foot from applying for consent of use, so confirm the limit with DEP.
- Both counties are in the Southwest Florida Water Management District and in DEP's Southwest District, headquartered in Tampa. Which of the two reviews a state environmental application depends on the project, so confirm the right office when you apply.
How to Evaluate a Contractor
Before you sign
- Verify the license on the state's DBPR license search (opens in a new tab).
- Ask for certificates of liability and workers' compensation insurance.
- Ask which permits the contractor will file: city or county building, DEP, and CCCL review for Gulf-front work.
- Confirm a Florida-licensed professional engineer will design and seal the plans.
- Ask whether a riprap-faced, hybrid or living shoreline design was considered, and why the proposed design was chosen.
- Ask how the new wall will tie into your neighbors' walls.

Shorelines and waterways in Sarasota & Manatee
Sarasota Bay
Named an estuary of national significance by Congress in 1989; the Sarasota Bay Estuary Program reports more than 2,000 acres of wetlands restored in its watershed since then.
Lemon Bay
A shallow estuary in the Charlotte Harbor Aquatic Preserves, designated an Outstanding Florida Waterbody, with seagrass, oyster habitat and mangrove islands.
Terra Ceia Bay and Bishop Harbor
Part of the Terra Ceia Aquatic Preserve, which runs from Port Manatee to Emerson Point on the Manatee River and includes tidal creeks such as Frog Creek and McMullen Creek.
Manatee River
Named by DEP's Southwest District among its scenic waterways. Emerson Point, on its north bank, marks the south end of the Terra Ceia preserve.
Myakka River
Named by DEP's Southwest District among its scenic waterways. During Ian in 2022 it crested at record levels, and its flooding shut down I-75 in southern Sarasota County.
Gulf barrier islands
Anna Maria Island, Longboat Key, Siesta Key, Casey Key and Manasota Key. Milton made landfall on Siesta Key and opened a new inlet on Manasota Key.
Local construction considerations
Back-to-Back Storm Damage
Helene's erosion and debris compounded Milton's damage two weeks later, so hidden damage to backfill, tie-backs and toes may predate the obvious damage.
Estuary Policy Favors Riprap
When the state reviews a permit to repair or replace a vertical seawall in an estuary, the law generally calls for riprap facing or replacement, with exceptions such as existing seawalled canals.
Aquatic Preserves
Lemon Bay and Terra Ceia are aquatic preserves, which can limit how far a rebuilt wall may move waterward.
Gulf-Front Armoring Is Scrutinized
Gulf beaches in both counties have coastal construction control lines, and a 2026 Manasota Key beachfront seawall request was denied by Sarasota County commissioners.
Rules Differ by City
Holmes Beach publishes a seawall manual and checklist; for other cities, confirm requirements with each building department.
Common seawall concerns
- Fill loss and sinkholes behind walls after surge and heavy rain. See sinkholes.
- Toe and berm loss from waves, currents and boat wakes. See soil washout.
- Tie-back corrosion that lets walls lean. See tie-back failure.
- Cracked caps and waterline cracks on older concrete panels. See cracked caps.
- Storm damage from back-to-back 2024 surges on the barrier islands. See storm damage.
Regional cost factors
- Whether estuary or aquatic preserve rules call for riprap facing or limit how far waterward the new wall can go.
- Gulf-front work that needs DEP coastal construction control line review.
- Engineering and survey requirements set by each city, such as sealed plans and NAVD elevations.
- Access on developed island lots, including barge work and removal of docks, davits and landscaping.
- Seagrass, oysters or mangroves near the wall, which can shape the design and timing.
Permitting agencies and local rules
- City of Holmes Beach (Code Sec. 66-116): City code requires a permit for building or altering any seawall, engineered standards and a gap-free connection to neighboring walls, and puts maintenance on the owner. Details on the Holmes Beach page. Official source
- Florida DEP Southwest District (Manatee and Sarasota)
- City of Holmes Beach Building Department forms and checklists
- Manatee County living shorelines
- Florida DEP Coastal Construction Control Line program
- Water management districts by county (SWFWMD)
Requirements depend on your exact property, waterway and scope. Confirm with each agency. See the Florida seawall permit guide.

Sarasota & Manatee seawall and bulkhead questions
Who issues seawall permits in Sarasota County?
We could not verify Sarasota County's seawall permitting process because the county's website refused automated access during our research. News coverage shows the County Commission has acted on beachfront seawall requests. Contact Sarasota County's permitting offices before planning work, and ask your contractor which approvals apply.
My wall was damaged by both Helene and Milton. Can I rebuild it in the same place?
Often, but it depends on the site. State law exempts restoration at, behind or within 18 inches waterward of the old wall from state environmental permitting, but city and county permits, aquatic preserve limits and estuary rules still apply. An engineer should also check for hidden damage from the first storm.
Will I be required to use riprap instead of a vertical seawall?
Possibly. When the state reviews a permit to repair or replace a vertical seawall in an estuary or lagoon, Florida law generally calls for riprap facing or replacement, with exceptions such as existing manmade canals already partly lined with seawalls. Ask the permitting agency and your engineer early.
Can I build a seawall on a Gulf beach?
Gulf-front armoring is closely regulated. DEP permits are generally required for construction seaward of the coastal construction control line, and in 2026 Sarasota County commissioners denied a Manasota Key beachfront seawall request. Expect close review and talk with a coastal engineer first.
Does Florida Bulk Head have contractors in Sarasota or Manatee?
