Seawall & Bulkhead Help in Punta Gorda
Hurricane Ian left miles of damaged seawall in Punta Gorda's canal neighborhoods. This guide explains what the city reported, how replacement was organized and what owners should check now.
Southwest Florida: Lee, Collier, Charlotte counties.
Who handles seawall repairs in Punta Gorda, and what should canal owners know after Ian, Helene and Milton?
In Punta Gorda Isles and Burnt Store Isles, city staff inspected and prioritized seawalls damaged by Hurricane Ian for replacement, so check with the city before hiring anyone; outside city limits, Charlotte County permits apply. Florida Bulk Head accepts inquiries here and connects owners with a qualified participating contractor when one is available, subject to availability. Barefoot Marine Construction does not perform work in this region.
How service works in Punta Gorda
Florida Bulk Head is building a network of licensed regional marine contractors. Projects here are reviewed and, where a qualified participating contractor is available, connected with that contractor. Barefoot Marine Construction does not perform work in this region.
Send your project details and photos. We review the request, and if a qualified participating contractor is available for your location and scope, we will ask before sharing your information. If no contractor is available, we will tell you so you can look elsewhere. Read the lead-sharing disclosure.
Punta Gorda's Canal Neighborhoods
Punta Gorda sits on Charlotte Harbor near the mouth of the Peace River, and much of its waterfront lies in two canal neighborhoods: Punta Gorda Isles (PGI) and Burnt Store Isles (BSI). For owners there, the first question is who handles the seawalls. After Hurricane Ian, City of Punta Gorda staff inspected and prioritized damaged seawalls in both neighborhoods, and the city sought state funds for replacing them.
Research for this guide found references to separate canal maintenance assessment districts for PGI and BSI, but the city's canal maintenance pages refused automated access. We could not read how each district is funded, what it covers or where its boundaries run. Confirm those details with the city's canal maintenance staff before you hire anyone for seawall work on a PGI or BSI lot.
What Hurricane Ian Did to Punta Gorda Seawalls
Ian's large eye made another landfall near Punta Gorda on September 28, 2022, at an estimated 125 knots, about an hour and a half after its landfall on Cayo Costa. In a December 2023 state funding request, the city wrote that its canal system "suffered near catastrophic level seawall failures." It reported three-quarters of a mile of damaged seawall in BSI and more than 6.5 miles in PGI, affecting about 582 parcels (another section of the same form says 542), and listed federal matching funds for most of the replacement and mitigation project. We did not verify whether the state request was funded.
WGCU reporting in 2023, quoting city staff, filled in what that looked like on the ground:
- Ian cracked or snapped thousands of seawall panels, each about 5,000 pounds, and in many spots the ground behind the panels was sinking.
- Crews were still repairing Hurricane Irma damage when Ian hit, and Ian added about seven and a half more miles of seawall to repair.
- Staff said the damage came less from waves than from water draining out of the canals and harbor as Ian approached. Saturated soil kept pushing on the land side of each wall with no water pushing back from the canal.
- The city estimated up to 18 months for repairs and asked boaters to keep to slow speed, low wake, because a wake could further damage a weakened wall before crews reached it.
- Failed walls were sorted into high, medium and low priority, with high priority meaning a failed wall with severe erosion or erosion close to structures.
Who Did What During the Ian Replacement Program
WGCU's January 2023 report, based on information from the city manager's office, described how responsibilities were split between the seawall contractors and residents during the replacement:
| Work item | Responsible party |
|---|---|
| Removing the old seawall and anything in the way, including docks and davits | Seawall contractor |
| Installing the new seawall, backfilling and laying Floratam or Bahia sod | Seawall contractor |
| Docks, lifts, fences, irrigation and water lines, electrical and other owner improvements near the wall | Property owner |
The city added that seawall contractors can usually work around freestanding docks that were not damaged, and encouraged owners with damaged docks or lifts to have a marine contractor check what could be secured and reused before the seawall work began. That arrangement was described for the Ian program; confirm current practice with the city.
The practical step for a PGI or BSI owner: before you price a seawall privately, ask the city whether your wall is handled through a canal district program and what stays your responsibility. In the 2023 reporting, docks, lifts and electrical work near the wall were the owner's job.
Helene and Milton in 2024
Helene made landfall far to the north in the Big Bend, yet the National Hurricane Center estimates it still pushed 3 to 5 feet of inundation from south of Englewood to Bonita Beach, including Charlotte Harbor. NHC reports 8 structures destroyed, 1,900 with major damage and 750 with minor or moderate damage in Charlotte County, mostly from storm surge.
Two weeks later, Milton produced 5 to 8 feet of inundation in northern Charlotte Harbor and along the Peace River. A USGS streamgage at Shell Creek near Punta Gorda read 8.86 feet above NGVD29, 1.42 feet higher than during Helene, and NWS crews found high water marks of 6 feet above ground in the area. For canal lots that meant two more surge events in about two weeks, two years after Ian.
Different Datums
NHC inundation is feet above ground level, the Shell Creek reading is feet above NGVD29, and seawall cap heights are usually given in another datum. Do not compare these numbers directly.
Permits and Agencies In and Around Punta Gorda
- City of Punta Gorda: lots inside city limits, including PGI and BSI, go through the city. We could not read the city's permit pages for this guide, so confirm requirements directly.
- Charlotte County: outside city limits, the county's seawall and riprap quick permit applies; it requires county Certificates of Competency for all subcontractors and is void if work does not start, or pass an inspection, within 180 days. See the Southwest Florida guide for its design requirements.
- State: DEP's South District in Fort Myers covers Charlotte County, which is split between the South Florida and Southwest Florida water management districts. Section 403.813(1)(e), Florida Statutes (opens in a new tab) exempts some seawall restoration within 18 inches of the previous location from state permitting, but not from local requirements.
- Estuary protections: the Gasparilla Sound-Charlotte Harbor Aquatic Preserve is one of DEP's five Charlotte Harbor Aquatic Preserves. FWC lists a Charlotte County manatee protection plan dated 2017, which agencies use when reviewing new or expanding boat facilities.
- Federal: the U.S. Army Corps of Engineers, Jacksonville District, for structures and work in navigable waters.
Checking a Contractor and How Inquiries Work
Verify any contractor's license on the state's DBPR license search (opens in a new tab), ask for current insurance certificates, and ask who prepares the engineered design and which permits they will pull. On county permits, confirm subcontractors hold Charlotte County Certificates of Competency, and record a Notice of Commencement when required; the county's form warns that failing to record one may result in paying twice for improvements.
Florida Bulk Head is building a partner network in Southwest Florida, and no participating contractor is confirmed in Punta Gorda yet. We accept project inquiries and connect owners with a qualified participating contractor when one is available, subject to availability. Barefoot Marine Construction does not perform work in this region. If your wall is in PGI or BSI, contact the city first; for docks, lifts or walls outside the canal districts, send photos and details and we will tell you plainly whether a match is possible.

Local construction considerations
Ask the City First
In PGI and BSI, city staff inspected and prioritized seawall replacement after Ian. Find out whether your wall falls under a canal district program before getting private quotes.
Drawdown Damage
City staff said many Ian failures came from water draining out of the canals before the surge, not from waves. Inspect for cracked panels and sinking ground, not only overtopping.
Wakes on Weakened Walls
The city asked boaters to keep slow speed, low wake after Ian because wakes could further damage walls awaiting repair.
City or County
Inside city limits the city's rules apply; outside them, Charlotte County's seawall and riprap permit form applies, along with DEP and Corps permits where required.
Docks and Lifts Are Separate
During the Ian program, owners remained responsible for docks, lifts, fences, irrigation and electrical near the wall. Plan that work alongside any seawall schedule.
Common seawall concerns
- Cracked or snapped precast panels after rapid drawdown, as city staff described after Ian.
- Sinking ground and voids behind panels. See soil washout and sinkholes.
- Fill escaping through cracks and open joints. See joint separation.
- Severe erosion close to structures, the city's high-priority category after Ian. See storm damage.
- Damage to docks, lifts and davits beside a failed wall.
- Wake damage to walls already weakened by storms.
Regional cost factors
- Whether the wall falls under a city canal district program or is the owner's to repair.
- City permit versus Charlotte County permit, depending on whether the lot is inside city limits.
- Engineering and concrete specifications, such as the county's 5,000 psi minimum for salt or brackish water.
- Removing and resetting docks, lifts, fences, irrigation and electrical near the wall.
- Access by water or by road, which Charlotte County's permit form asks about.
- Post-storm demand, when many walls in the same neighborhood need work at once.
Permitting agencies and local rules
- Charlotte County (outside city limits): Residential Seawall/Riprap Quick Permit: engineered design; concrete at least 5,000 psi for salt or brackish water; riprap slope no steeper than 2:1 over filter fabric; DEP or Corps permits over jurisdictional waters; subcontractors need a county Certificate of Competency; void if not started or inspected within 180 days. Punta Gorda seawall and bulkhead questions
Does Florida Bulk Head have a contractor in Punta Gorda?
Not yet. Florida Bulk Head is building a partner network and accepts project inquiries from Punta Gorda. When a qualified participating contractor is available for your location and scope, we ask before sharing your details, and if none is available we tell you. Barefoot Marine Construction does not perform work in this region.
Who repairs seawalls in Punta Gorda Isles and Burnt Store Isles?
After Ian, city staff inspected and prioritized damaged seawalls in both neighborhoods, and WGCU reported in January 2023 that seawall contractors would remove the old walls and install new ones. Owners remained responsible for docks, lifts, fences, irrigation and electrical near the wall. Confirm current arrangements and district rules with the city before hiring anyone.
Why did so many Punta Gorda seawalls crack during Ian?
City staff told WGCU this damage was caused not by waves but by water draining out of the canals and harbor as Ian approached. With the water gone, saturated soil pushed on the walls with nothing pushing back, and thousands of panels cracked or snapped. That is why inspections after a storm should look for cracked panels and sinking ground, not only overtopping.
Why does the city ask boaters to go slow near seawalls?
After Ian, the city asked boaters to keep slow speed, low wake because a wake could further damage a weakened seawall before crews could repair it. Some damage is not visible from the water. The same courtesy helps any wall that has been through a storm.
I live outside city limits near Punta Gorda. Who permits my seawall?
Charlotte County. Its Residential Seawall/Riprap Quick Permit form calls for an engineered design, 5,000 psi concrete for salt or brackish water, county-certified subcontractors and DEP or Corps permits where work is over state or federal waters. County waterway units do not necessarily cover seawalls (the Northwest Port Charlotte unit excludes them), so confirm with the county who maintains yours.
