Quick answer

What permits does a residential seawall project in Tampa need?

Inside Tampa city limits, a residential seawall typically involves three offices: City of Tampa Construction Services for the building permit, the EPC of Hillsborough County, and Port Tampa Bay. The City's posted seawall checklist asks for an EPC permit and Tampa Port Authority approval. Florida Bulk Head accepts inquiries from Tampa and connects owners with a qualified participating contractor when one is available. Barefoot Marine Construction does not work in this region.

How service works in Tampa

Florida Bulk Head is building a network of licensed regional marine contractors. Projects here are reviewed and, where a qualified participating contractor is available, connected with that contractor. Barefoot Marine Construction does not perform work in this region.

Send your project details and photos. We review the request, and if a qualified participating contractor is available for your location and scope, we will ask before sharing your information. If no contractor is available, we will tell you so you can look elsewhere. Read the lead-sharing disclosure.

Three Offices, One Seawall

The City of Tampa posts a Residential Seawall Extension guide that files the work as a Building Miscellaneous permit. Its plan review list asks for a survey and a wall section with structural details, both signed and sealed, plus an EPC permit and Tampa Port Authority approval. Inspections are foundation or footer, tie beam and final. The City says the list is a guide and more information may be required, so ask Construction Services which permit type fits a repair or full replacement, and confirm the details before you schedule work.

State and federal review can apply as well. The Florida DEP Southwest District covers Hillsborough County, and work on state-owned submerged land needs the state's consent. The Florida seawall permit guide explains those layers.

Minor Work or Standard Work at Port Tampa Bay

Port Tampa Bay's permitting summary, dated 4/2024 and issued under Chapter 95-488, Laws of Florida, defines the jurisdictional waters to include tidally influenced waters, the Hillsborough, Alafia and Little Manatee rivers, other natural creeks and streams, and Lakes Thonotosassa and Keystone. Projects are sorted into two tracks.

  • Minor work includes new seawalls or similar shoreline structures, including new riprap, up to 400 feet of shoreline, and restoration of seawalls at, upland of, or within 1 foot waterward of their previous location. Port Tampa Bay has delegated authority to issue some minor work permits, mainly for private single-family homes, to the EPC.
  • Standard work is anything beyond the minor work limits. It involves notice to waterfront owners within 1,500 feet, comments from the EPC and Planning Commission, a public hearing and a decision by the Port Tampa Bay board.
  • The port keeps review of projects in or next to the commercial shipping channels it lists (Seddon Channel is expressly excluded from that list), on port-owned lands, and inside existing submerged land leases.

The same document sets practical requirements. Applications must come from the abutting upland riparian owner, so a condominium association applies for its building. Every jurisdictional seawall application needs drawings signed and sealed by a Florida-registered professional engineer. Its guidelines say replacement walls should sit no more than 18 inches face to face from the existing wall, or 12 inches inside a designated Aquatic Resource Protection Area. Because the minor work definition and the guideline use different distances, ask the EPC or the port which limit applies to your project.

What Port Tampa Bay asks to see on seawall drawings

  • The mean high water line, property lines and the linear feet of shoreline you own.
  • Mangroves, oyster bars, seagrass and other habitat on or next to the site.
  • The face-to-face distance between the existing and proposed walls, and the slope of any riprap.
  • Geotextile fabric, tie-backs and anchors in the cross-section.
  • How the new wall ties into the neighboring walls or shoreline.
  • Turbidity and erosion control measures.

What Helene, Milton and Ian Showed in Tampa's Waters

In Helene (2024), the National Hurricane Center reports that NOS tide gauges reached 7.2 feet above mean higher high water at East Bay and 6.83 feet at Old Port Tampa, with 5 to 7 feet of inundation above ground within Tampa Bay. Milton, two weeks later, carried forecasts of 10 to 15 feet of surge for the area, but offshore winds limited Tampa Bay to 1 to 2 feet; the Tampa Bay guide explains how close that call was. Milton's rain still caused record-high crests on the Hillsborough River, according to the NHC.

Ian (2022) showed the opposite extreme. Offshore winds drained the bay, and the Old Port Tampa gauge fell to 4.38 feet below mean lower low water. For owners, that range is a reminder that a Tampa seawall works against high water, low water and river flow. A wall's toe, tie-backs and drainage matter as much as its height.

Reading the numbers

Storm gauge readings are reported against tidal datums (mean higher high water or mean lower low water). Seawall drawings usually use NAVD88. They cannot be compared directly, so ask your engineer or surveyor to put everything on one datum for your lot.

Davis Islands, Harbour Island, the River and Apollo Beach

Davis Islands' community plan describes Hillsborough Bay as the water that surrounds and defines the islands, and calls for sediment to be cleaned from its canals regularly. The City has also bid its own seawall repair project on Davis Islands (15-C-00025, posted in 2015). Private walls on Davis Islands and Harbour Island are inside city limits, so the City permit applies on top of the EPC and port review.

On the Hillsborough River, the City and the Tampa Bay Estuary Program restored a living shoreline at Ignacio Haya Park. The City's Resilient Tampa plan says many seawalls it maintains could be considered for conversion to, or buttressing by, living shorelines. Private owners can ask an engineer whether a hybrid design suits their site.

Apollo Beach is an unincorporated community in southern Hillsborough County, outside the City of Tampa. The City's checklist does not apply there, so ask Hillsborough County's building office about the building permit; work in the county's jurisdictional waters still falls under Port Tampa Bay and EPC review. See the Tampa Bay region guide for county-level context.

Planning for Higher Water

A presentation by the Tampa Bay Climate Science Advisory Panel, posted by the City, explains that the panel's updated sea level rise projections for the region are 1 to 1.5 feet higher than its original recommendation. It recommends a scenario-based approach that weighs location, project life cycle, risk tolerance, cost and how critical the asset is. A seawall built today will likely face higher water before its service life ends, so ask your engineer which scenario the design assumes.

Questions to Ask Before You Hire

  • Is your license active on the state's DBPR license search (opens in a new tab), and can I see certificates of general liability and workers' compensation insurance?
  • Who pulls the City permit, and who applies to the EPC or Port Tampa Bay? Is the project minor work or standard work?
  • Which Florida-licensed professional engineer will seal the plans and the survey?
  • How far waterward will the new wall sit, measured face to face, and how will it tie into my neighbors' walls?
  • Will the scope include riprap at the toe, new tie-backs, a new cap or drainage, and why?
  • How will turbidity barriers and any nearby mangroves or seagrass be handled?

Waterways

Shorelines and waterways in Tampa

Brackish

Hillsborough Bay

The bay that surrounds Davis Islands, in the words of the neighborhood's community plan. The East Bay tide gauge reached 7.2 ft above mean higher high water in Helene.

Brackish

Old Tampa Bay

The western arm of the bay. The Old Port Tampa gauge read 6.83 ft above mean higher high water in Helene and 4.38 ft below mean lower low water in Ian.

Salt to fresh

Hillsborough River

Freshwater upstream with a tidal lower reach through the city. It is within Port Tampa Bay's jurisdiction, and Milton's rain produced record-high crests here.

Brackish

Davis Islands canals

Residential canals off Hillsborough Bay. The neighborhood's community plan calls for sediment to be cleaned from them regularly.

Local construction considerations

Three Reviews, Not One

The City permit lists an EPC permit and Tampa Port Authority approval as plan review items, so marine approvals should be in hand or underway before building review.

Sealed Plans Are Expected

The City asks for a signed and sealed survey and wall section, and Port Tampa Bay requires sealed drawings for every jurisdictional seawall application.

Waterward Limits

Port Tampa Bay guidelines cap replacement walls at 18 inches face to face, or 12 inches in protection areas, while its minor work definition refers to 1 foot. Confirm which applies.

Neighbors Get Notice

Port Tampa Bay sends minor work applications to adjacent riparian owners for comment, and standard work goes to owners within 1,500 ft and a public hearing.

Wide Water-Level Swings

Tampa's gauges have recorded both record surge and extreme blowout lows. Toe protection and drainage deserve as much attention as cap height.

Common seawall concerns

  • Settlement or sinkholes behind the wall after heavy rain or surge. See sinkholes.
  • Cracked or spalling concrete caps on older walls. See concrete spalling.
  • Tie-back corrosion that lets the wall lean toward the water. See leaning seawalls.
  • Toe scour from currents and boat wakes, especially on the river and in canals. See soil washout.
  • Panel joints opening and letting fill escape. See joint separation.

Regional cost factors

  • Whether the project is minor work or standard work at Port Tampa Bay, since standard work adds notices, hearings and board review.
  • Engineering: a signed and sealed survey and wall section for the City, and sealed drawings for the port and EPC.
  • Access from land or water, and whether docks, lifts or landscaping must be removed and replaced.
  • Habitat on or near the site, such as mangroves, oysters or seagrass, which must be shown on plans and can change the design.
  • Added scope such as riprap at the toe, new tie-backs, a new cap, drainage or a raised wall height.

Permitting agencies and local rules

  • City of Tampa: Residential Seawall Extension (Building Miscellaneous) plan review requires a signed and sealed survey and wall section, an EPC permit and Tampa Port Authority approval; inspections are footer, tie beam and final (page updated 05/08/2025). Official source
  • Port Tampa Bay and EPC of Hillsborough County: Minor work covers new seawalls or riprap up to 400 ft of shoreline and restoration at, upland of, or within 1 ft waterward of the previous location; some minor work permits, mainly for single-family homes, are delegated to the EPC. Replacement walls should sit no more than 18 inches face to face from the old wall (12 inches in a protection area), and every jurisdictional seawall application needs sealed drawings. Tampa seawall and bulkhead questions

Do I need both an EPC permit and Port Tampa Bay approval?

The City of Tampa's seawall permit checklist lists both. For private single-family homes, some minor work permits are issued by the EPC under its delegation from Port Tampa Bay, while the port keeps standard work and certain locations. Ask the EPC Wetlands Management Division which applies to your lot.

How far out can a replacement seawall go in Tampa?

Port Tampa Bay's guidelines say replacements should be no more than 18 inches face to face from the existing wall, or 12 inches in a designated Aquatic Resource Protection Area. Its minor work definition refers to restoration within 1 foot waterward. Confirm the limit for your site before design.

Can I apply for my condo's seawall myself?

No. Port Tampa Bay states that applications must be submitted by the abutting upland riparian owner, so an authorized representative of the condominium association applies. The association usually works through its engineer and contractor.

Does the City of Tampa permit apply in Apollo Beach?

No. Apollo Beach is outside city limits, so check with Hillsborough County about the building permit. Port Tampa Bay and EPC review still applies to work in Hillsborough County's jurisdictional waters.

Can Florida Bulk Head send a contractor to my Tampa property?

Tampa is in a partner-network region, and no participating contractor is confirmed here yet. Florida Bulk Head accepts inquiries and connects owners with a qualified participating contractor when one is available, subject to availability. Barefoot Marine Construction does not perform work in this region.
