Quick answer

What makes seawall and dock work on the St. Johns River at Palatka different?

At Palatka the St. Johns River is fresh water but still tidal: NOAA's Palatka station has a mean range of 1.27 ft. Walls here face river flooding, wind waves and wakes more than salt. Inside city limits, the City says permit applications go to Putnam County first and then to the City; outside, the County handles them. Barefoot Marine Construction serves Palatka and Putnam County directly.

A Freshwater River With Tides

The St. Johns is one of the few U.S. rivers that flows north, and SJRWMD says it drops less than 30 feet over its 310-mile course. With so little slope, the Atlantic tide pushes far inland: the incoming tide reverses the river's flow twice a day, and in periods of low water can cause reverse flow as far south as Lake Monroe. At Palatka the water is fresh, with FWC giving the reach from Doctors Lake to Lake George an average salinity of 0.5, but the tide is still easy to measure.

Palatka (8720774)1.27
Buffalo Bluff (8720767)1.04
Welaka (8720832)0.42

The range at Palatka is larger than it is at the Buckman Bridge, farther downstream, before it fades upriver toward Welaka. NOAA's 2026 predictions for Palatka show individual tides swinging from roughly 0.85 ft to about 1.6 ft. In practice that means a narrow band of the wall face goes in and out of the water each day, while the toe stays submerged.

What It Means for Walls and Docks

The points below are general reasoning for this kind of water, not site advice; a Florida-licensed engineer should design structural work.

  • Salt is less of a factor, water level more. With average salinity near 0.5, corrosion pressure is far lower than on the coast, but flood stages and slow-falling river levels drive soil loss behind walls.
  • Wood and the wet-dry band. Timber that wets and dries with tides and river levels typically decays faster than wood that stays submerged or stays dry, so inspect that band on timber bulkheads and dock pilings.
  • Docks above high water. Putnam County requires dock walking surfaces to stay above the high water mark, which matters when a dock deck is tied into a seawall cap.

Storms and River Flooding Around Palatka

Hurricanes reach Palatka through the river as much as through the wind. In Hurricane Matthew (2016), the National Hurricane Center reported 3 to 4 ft of storm surge on St. Johns River gauges, with the maximum, 4.6 ft above normal levels, at Racy Point, downstream of Palatka. Racy Point's highest water level in NOAA's record dates to that storm. In Irma (2017), the Center reported major or record river flood stages in Putnam County. For Ian (2022), it reported that rainfall totals of 10 to 20 inches in central and eastern Florida caused major floods along the St. Johns River, Lake George and Dunns Creek, among other waters, affecting counties that included Putnam.

SJRWMD states there are no water control structures in Putnam County, so river levels here rise and fall with tide, wind, rain and storms. Photograph your wall from the same spots before hurricane season and after each flood; changes such as a new depression behind the cap or an opening joint are much easier to judge against a baseline.

Lake George and Crescent Lake

Upriver, the St. Johns widens into Lake George, a 46,000-acre natural impoundment in Putnam and Volusia counties that FWC says is mostly less than 10 ft deep, with jetties where the river enters at the south end. SJRWMD adds (opens in a new tab) that saltwater springs feed the lake, a remnant of its geologic history. Nearby, FWC describes Crescent Lake (opens in a new tab) as a 15,960-acre tributary of the St. Johns in Putnam and Flagler counties, with public access off Highway 17 in Crescent City.

Lake George is broad, shallow open water where wind waves can reach shoreline structures, and the Hurricane Center reported major flooding there during Ian. For Crescent City and the other incorporated towns, Putnam County directs owners to each town's own offices and lists them on its Building Department page.

Permits in Palatka and Putnam County

The two local offices describe the Palatka process a little differently, so check with both. The City's Planning Department, at 205 N. 2nd St., says it partners with Putnam County's Planning & Zoning Department to process all building permits, that applications are filed with the County first and City applications follow, and that some work is passed directly to the County while other work needs City permits. It lists residential and commercial docks, piers, sea walls, boathouses and boat ramps among work requiring permits. Putnam County's Building Department page, for its part, lists Palatka among cities with no inter-local agreement for services. Unincorporated properties go to the Putnam County Building Department at 2509 Crill Ave. State review runs through DEP's Northeast District or SJRWMD, and some projects also need U.S. Army Corps of Engineers authorization.

Working With Barefoot in Palatka

Putnam County is one of the six counties Barefoot Marine Construction serves directly from Jacksonville, so a Palatka request goes to the company itself. The usual steps are Request a Quote, Site Assessment, Plan & Permit, Build or Repair, and Protect Your Property; on this river, Plan & Permit includes settling whether a dock or boathouse crosses the County's 1,000 or 2,000 sq ft state permit thresholds. When you call (904) 821-5744 or send photos and project details, include photos of the wall or bank and any dock, how high the water came in recent floods, and whether the lot is inside city limits.

Waterways

Freshwater

St. Johns River at Palatka

FWC places the river from Doctors Lake to Lake George in a freshwater lacustrine zone with average salinity of 0.5 and weak tidal influence. Even so, NOAA's Palatka station records a mean tide range of 1.27 ft.

Freshwater

Lake George

Upriver in Putnam and Volusia counties, FWC calls it a 46,000-acre natural impoundment of the St. Johns, mostly less than 10 ft deep. SJRWMD gives it as 11 miles long, about 4.5 miles wide and only 7 to 8 ft deep.

Freshwater

Crescent Lake

A 15,960-acre lake in Putnam and Flagler counties that FWC describes as a tributary of the St. Johns River, with public access on the west shore in Crescent City.

Local construction considerations

Fresh Water, Real Tides

SJRWMD notes the incoming tide reverses the river's flow twice a day. NOAA's Palatka station has a mean range of 1.27 ft, more than the 0.88 ft at the Buckman Bridge in Jacksonville, while Welaka upriver drops to 0.42 ft.

River Floods Set the Design Load

The National Hurricane Center reported major or record river flood stages in Putnam County in Irma, and major floods on the St. Johns, Lake George and Dunns Creek from Ian's rain. High, slow-falling river levels saturate backfill behind walls.

Dock Rules Tie to Sensitive Waters

Putnam County's residential dock handout says docks and boathouses must not be located within or near a manatee sanctuary or an aquatic preserve, must not impede navigation or add to flooding, and must keep the walking surface above the high water mark.

City and County Both Have a Role

The City of Palatka's Planning Department says it partners with Putnam County to process building permits: applications are filed with the County first, then with the City. The City lists docks, piers, sea walls, boathouses and boat ramps among work that needs a permit. Unincorporated riverfront goes to the Putnam County Building Department on Crill Avenue.

Common seawall concerns

  • Soil washout after high river levels recede
  • Sinkholes and depressions behind the cap from soil loss through joints
  • Leaning walls where saturated backfill and scour reduce support
  • Timber bulkhead decay in the zone that wets and dries with tides and river levels
  • Storm damage from surge, wind waves and floating debris on the open river
Browse the Seawall Failure Library

Regional cost factors

  • River exposure: open-water wind waves and boat wakes affect wall height and toe protection
  • Design for flood water levels well above the small daily tide
  • Dock and boathouse size, since larger structures trigger state Noticed or Standard General Permits
  • Site plan and structural drawings the County requires for docks and boathouses
  • Access to the wall from land or by barge on wooded or steep riverbanks
  • Whether the property is inside City of Palatka limits, which adds a City application to the County's, or in unincorporated Putnam County

Permitting agencies and local rules

  • Putnam County: Residential docks and boathouses over 1,000 sq ft must provide a Noticed General Permit from DEP or SJRWMD, and those over 2,000 sq ft a Standard General Permit from DEP. Structures must comply with Putnam County Development Code chapter 6, and zoning approval is required. Official source
  • Putnam County: Docks and boathouses must not violate water quality standards, impede navigation, create or add to flooding, or sit within or near a manatee sanctuary or aquatic preserve, and the walking surface must stay above the high water mark. Official source
  • City of Palatka: The Planning Department partners with Putnam County's Planning & Zoning Department to process all building permits; applications are filed with the County first, then City applications. Residential and commercial docks, piers, sea walls, boathouses and boat ramps are listed among work requiring permits. Official source
  • Putnam County: The County's Building Department page lists Palatka and other cities as having no inter-local agreements for services and directs owners to city offices for building within city limits, so check with both offices for a Palatka lot. Official source
  • State of Florida: Section 403.813(1)(e), F.S. exempts restoring a seawall at, upland of, or within 18 inches waterward of its previous location. The exemption does not replace City or County permits or any state-lands authorization the site needs. Official source

Palatka seawall and bulkhead questions

Does the St. Johns River really have tides at Palatka?

Yes. NOAA's Palatka station has a mean tide range of 1.27 ft even though the water is fresh. SJRWMD notes that the river drops less than 30 ft over its whole length and that the incoming tide reverses its flow twice a day. The range fades farther upriver, to 0.42 ft at Welaka.

Do I need a state permit for a dock in Putnam County?

Putnam County's handout says docks or boathouses over 1,000 sq ft must provide a Noticed General Permit from DEP or SJRWMD, and those over 2,000 sq ft a Standard General Permit from DEP. Smaller structures still need County or City review and must meet the listed conditions. Confirm the state path with DEP's Northeast District for your site.

Who issues seawall permits for a home in Palatka?

Inside city limits, the City of Palatka's Planning Department says building permit applications are filed with Putnam County first and City applications follow, and it lists sea walls and docks among work needing permits. Call the City Planning Department at (386) 329-0100 to confirm the path for your lot. Outside the city, the Putnam County Building Department at 2509 Crill Ave. issues permits, and state review applies either way.

Is a freshwater seawall easier on materials?

Lower salinity generally means less corrosion pressure on steel and fasteners than on the coast. Fresh water does not remove other wear: flooding, wakes, wind waves and wet-dry cycles still damage walls, and timber in the wet-dry band typically decays faster. Material choice should be confirmed for the specific site.
